BRIEF NOTE OF THE OFFICE OF DISTRICT TOWN PLANNER, HISAR

DEPARTMENT OF TOWN AND COUNTRY PLANNING, HARYANA.

 

 

Office of Assistant Town Planner/Divisional Town Planner/District Town Planner is functioning before the formation of Haryana under the department of Town & Country Planning, Punjab and Haryana respectively. Since its establishment the department has been regulating urban development within the frame work of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 and the Haryana Development & Regulation of Urban Area Act, 1975.  The main job of this office is to plan and regulate the development projects being implemented by the different State Agencies like Haryana Urban Development Authority, Haryana State Industrial Development Corporation, Housing Board, Haryana, Marketing Board and Urban Improvement.  The office also assist the District Administration in Technical matters regarding urban development as well as rural development. 

 

During 1991-2001 the District noticed 38.91 per cent decadal urban growth which was quite lower than the state average which was 50.79 per cent.  District Hisar has four nos. towns viz. Hisar, Hansi, Barwala & Narnaund.  To achieve planned development of towns, controlled areas around Municipality Hisar and Hansi was notified on 25.9.1971 and 13.5.1980 respectively under the Punjab Act no. 41 of 1963 apart from above controlled areas there are two another controlled areas have also been declared around Govt. Middle School, Mayyar on 30.12.1986 and Govt. High School, Primary Health Centre Agroha Vikas Trust and Mounds at Agroha on 19.5.1992 for the overall and systematic development of Distt. Hisar. Revised Draft Development Plan of Hisar for 2001-AD was published on 11.9.1984 and Revised the same Draft Development for 2021-AD has been published on 3.12.2003, and publication of Final Development Plan of Hisar is also under publication process.  The Final Development Plan of Hansi and Mayyar for 2021-AD has already been published on 31.10.01 and 26.4.2000 respectively and Draft Development Plan of Agroha has already been approved by S.L.C. which is now under publication process.  These Development Plans prescribe major road patterns, land uses and zoning etc. for orderly development of towns.

 

The various activities of Deptt./Office apart from providing technical help to Center/State Deptts. Are :

 

·                     Survey work, preparation of land use register/field books.

·                     Preparation & Revision of Development Plan containing the land use proposals to direct the future development.

·                     Regulatory work i.e. Enforcement of Punjab Act no.41 of 1963 and Haryana Act no.8 of 1975 requiring day to day inspection of controlled areas, monitoring of building activities, issuing of notices, prosecution and demolition of unauthorized constructions.

·                     Preparation of survey plans, layout plans, demarcation plans, zoning plans etc. for Sectors/Estate being developed by HUDA and other Agencies.

·                     Preparation of field/site reports in CLU  cases, land release cases.

·                     Collection & Analysis of physical and socio-economic data.

·                     Preparation of reports in brick-kilns, quaries cases etc.

·                     Preparation of Urban Area Plans.

·                     Preparation of Improvement and T.P.Schemes.

·                     Preparation of Schemes for beautification of towns.

·                     Preparation of layout plan of village planning.

·                     Any other work assigned by the Govt. and District Administration.

 

HISAR TOWN

 

Hisar town was founded by Feroze Shah Tuglak and contemporarily known as HISAR-E-FEROZA an organic word meaning fort.  It is one of the important towns of the Haryana State and has earned a good name in the field of education and industrial growth during the past two decades.  It gained importance in early sixties when Agriculture University, was set up as an extension of the Punjab Agriculture University, Ludhiana.  Ever since, the Government’s positive policies have played a vital role in the economic development of the city.  The industrial policy of the Government has attracted large number of entrepreneurs and has resulted into the industrialization in and around the city.  The construction of a new Judicial Complex and District Administrative Complex shifting of Haryana StateElectricity Board offices, setting up of cantonment and development of new residential sectors have made this city a strong growth center in the region.

 

HANSI TOWN

 

Hansi founded by Rai Pithora who built the fort of Hansi, is one of the oldest town of Haryana. Hansi, in History, had been a chief town of Haryana and a center of local administration.  In 1411 the track of Hansi which was part of Haryana came under the control of Khizer-Khan, the first kind of Sayed Dynasty.  During the period of Lodhis, it continued to form a part of Delhi Empire, later on, it came under Moguls.  After Aurangzeb, it was ruled by Nawabs of Kasur and Farrukh Nagar.  In 1795 George Thomas, an English sailor captured it from Nawabs and made it his headquarters.  After first war of Independence of 1857, this town was affected adversely and it ceased to be a Chief Town.

Housing Board Haryana.

 

Housing Board Haryana has developed 3 residential colonies in Hisar.  A colony measuring 2.5 acres has been developed in sector-12.  In sector-15A residential houses has been constructed in the area measuring 10 acres and 5 acres Housing Board Colony has been developed along Hisar-Sirsa road near northern bye-pass.  Presently, Housing Board is developing a number of houses in sector-16 & 17(part), Hisar.

 

Colonization Department.

 

Colonization department had developed a new grain market over an area of 58.64 acres.  This new market had been provided with sheds over the auction platforms and adequate parking places.  There are 340 shops of all sizes.  It is one of the biggest grain yards in the district.
